Implementation of Burundi Revenue Authority

Implementation  of Burundi Revenue Authority (OBR in French, for Office Burundais des Recettes). Following adoption of the law pertaining to the creation of Burundi Revenue Authority (OBR in French, for Office Burundais des Recettes) last July, the Burundi Government has announced the appointment of the board members. With the beginning of 2010, this new semi-autonomous organization will launch a new tax department that will be in charge of customs duties, Indirect taxes, large taxpayers, internal revenues and vehicles registration. In addition, new OBR specialized departments will be tasked with fighting of tax fraud, smuggling and corruption.  Neighboring Countries of East African Community, of which Burundi is a member, have already implemented similar institutional reforms pertaining to revenues and customs and they are now seeing the benefits of it: increased revenues to implement community projects and government infrastructures. The Ministry of Finance will provide political support for the implementation of these reforms.

The Governments of Great Britain, Belgium and the World Bank are currently providing financial and technical support. The Government considers the public service reform project to be important and this will improve financial management of public funds as well as increase the availability of funds for the infrastructure and community projects which are very much needed by the country.
